    • The Commission decided to instruct the Drafting Committee to commence the second reading of the draft articles taking into account the comments of Governments, the proposals of the Special Rapporteur and the debate in the plenary on the Special Rapporteur's seventh report. The Commission further decided to refer to the Drafting Committee the Special Rapporteur's proposal for a draft article 20.

    • The Chair of the Working Group, Mr. Alain Pellet, introduced the report of the Working Group (A/CN.4/L.703). The Commission considered the conclusions on the guiding principles applicable to unilateral declarations of States capable of creating legal obligations.
