Panel discussion on Responsibility of States: state of play and the way forward (Part II), held at United Nations Headquarters on 15 June 2015 The United Nations Legal Counsel, Miguel de Serpa Soares, made introductory remarks at the second of a series of expert panel discussions entitled Responsibility of States: state of play and the way forward), held at United Nations Headquarters on 15 June 2015. The panel, which was chaired by Amb. Juan-Manuel Gomez Robledo (Mexico), was convened by the Permanent Missions of Guatemala, Mexico, Czech Republic, South Africa and Portugal, to consider the merits of transforming the articles on the responsibility of States for internationally wrongful acts, adopted by the International Law Commission in 2001, into an international convention. The panel was constituted of Prof. Laurence Boisson de Chazournes, Prof. August Reinisch and Prof. André Nollkaemper.
