Special Accreditation application for non-governmental organizations (NGOs), civil society organizations, academic institutions and private sector entities
By paragraph 2 of its resolution 80/169, of 19 December 2025, the General Assembly decided that the Preparatory Committee for the United Nations Conference of Plenipotentiaries on Protection of Persons in the Event of Disasters will “decide on the question of the participation of stakeholders other than those [in consultative status with ECOSOC], based on a list prepared by the Secretariat, with due regard to the principles of transparency and equitable geographical representation, and whose work is relevant to the Conference”.
NGOs, civil society organizations, academic institutions or private sector entities not already accredited via ECOSOC seeking to participate in the Conference in Manila must complete the application here*.

Steps to Apply for Special Accreditation:
- Apply – The first step is to apply for special accreditation. The deadline to apply has been extended to 8 July 11:59 p.m. EDT. Accreditation is a prerequisite for registration to participate in the Conference, and it is completed at the organizational level.
- Review – Applications from stakeholder organizations will be reviewed by Member States, in accordance with General Assembly resolution 80/169.
- Approval – Accredited entities will be informed and will receive further instructions on registration for the Conference.
- Registration – Each representative from an accredited organization/company will need to register individually to secure their participation in the Conference in Manila. More details on this to follow.
- Visa – Registered participants are responsible for ensuring they have any necessary visa to enter the Philippines. More details on this process to follow.
* Please note: Applying for special accreditation is only the first step and does not guarantee access to the Conference. If your organization is approved for special accreditation, you must also register for the Conference in Manila and apply for any visa necessary to enter the Philippines. More information on these steps will be shared in due course.
