United Nations Diplomatic Conference of Plenipotentiaries on Protection of Persons in the Event of Disasters
Proposals for amendments
In its resolution 79/128, the Assembly decided, inter alia, that the Sixth Committee of the General Assembly will resume its session for up to five days by the end of April 2026 at the latest, in order to prepare a consolidated text including the draft articles and the proposals submitted by Governments within the framework of a working group of the Committee.
The Assembly further invited Governments to submit to the Secretary-General, no later than 31 December 2025, proposals for amendments to the draft articles, with a view to preparing the consolidated text that would serve as the basis for the negotiations of the legally binding instrument, and requested the Secretary-General to submit a compilation of all the proposals received to the working group.
By a note verbale dated 21 January 2025, the Secretary-General invited Governments to submit, no later than 31 December 2025, proposals for amendments to the draft articles. In response to the invitation of the Secretary-General, the submissions listed below were received.
The textual proposals for amendments to the draft articles contained in the submissions were included in a compilation of proposals, organized by article:

In accordance with General Assembly resolutions 79/128 and 80/169, the working group of the Sixth Committee on Protection of Persons in the Event of Disasters met from 6 to 10 April 2026, in order to prepare a consolidated text including the draft articles and the proposals submitted by Governments. At its 41st meeting, held on 10 April 2026, the Sixth Committee approved the recommendation of the working group that the Secretariat be requested to finalize the consolidated text on the basis of the compilation of proposals for amendments to the International Law Commission’s draft articles contained in document A/80/610, including any additional proposals for amendments received in writing by 15 May 2026, which will be reflected in a forthcoming addendum.
