70 years of the International Law Commission — Drawing a balance for the future

Under the overarching theme “70 years of the International Law Commission — Drawing a balance for the future”, the International Law Commission celebrated its seventieth anniversary in 2018, with events in New York and Geneva.

The anniversary event in New York was held on 21 May 2018. The International Law Commission convened a solemn half-day meeting, which was followed by a half-day conversation with representatives of the Sixth Committee of the General Assembly.

The anniversary event in Geneva took place on 5 and 6 July 2018. It consisted of a solemn part and a meeting with Legal Advisers and other international law experts focusing on practical matters concerning the Commission and its cooperation with Member States in the progressive development of international law and its codification.

The commemorative events were accompanied by an exhibit, examining the achievements of the International Law Commission in the progressive development of international law and its codification, and placing its work in historical context. The exhibit was on display in the Visitors’ Lobby of the General Assembly Building in New York, from 30 April to 3 June, and in Geneva at the Palais des Nations, during the second part of the Commission’s session.

The commemorative events were made possible thanks to generous contributions by Member States and other institutions, a full list of which is available here.

 The International Law Commission recommended that a seventieth anniversary event be held during its seventieth session, in 2018, at meetings in New York and in Geneva in the report of its sixty-eighth session (A/71/10, paragraphs 327 to 332). In that report, the International Law Commission also recommended that a report on those meetings be discussed at the annual meeting of the Legal Advisers in New York; and that the anniversary event lead to a publication The General Assembly, in resolution 71/140 of 13 December 2016, took note with appreciation of these recommendations. In the same resolution, the General Assembly also endorsed the recommendation by the International Law Commission that the first part of the seventieth session of the Commission be held in New York, which will coincide with the commemoration of the seventieth anniversary of the Commission. The Commission, at the recommendation of the advisory group of the Planning Group, confirmed the plans and the theme of the anniversary at its sixty-ninth session (A/72/10, paragraphs 279–281).

Les 70 ans de la Commission du droit international — Dresser le bilan pour l’avenir

La Commission du droit international a célébré son soixante-dixième anniversaire en 2018 autour du thème général : « Les 70 ans de la Commission du droit international — Dresser le bilan pour l’avenir ». A cette occasion, des événements ont eu lieu à New York et à Genève.

Les événements organisés à New York ont eu lieu le 21 mai 2018. En premier lieu, une réunion solennelle d’une demi-journée a été organisée ; suivie par d’une réunion interactive informelle d’une demi-journée avec les délégués de la Sixième Commission de l’Assemblée générale.

Les événements organisés à Genève ont eu lieu les 5 et 6 juillet 2018. Une séance solennelle d’une demi-journée a eu lieu à Genève ; suivie par d’une session d’une journée et demie, avec les Conseillers juridiques des Ministères des Affaires étrangères et d’autres experts en droit international. Cette réunion a été consacrée aux questions pratiques que soulève l’activité de la Commission du droit international ainsi qu’aux modalités de sa coopération avec les Etats Membres dans le domaine du développement progressif du droit international et de sa codification.

Les événements ont été accompagnés d'une exposition, examinant les accomplissements de la Commission du droit international relative au développement progressif du droit international et de sa codification, et mettant son travail dans un contexte historique. L'exposition a été exposée dans le Hall des visiteurs du bâtiment de l'Assemblée générale à New York, du 30 avril au 3 juin, et à Genève, au Palais des Nations, pendant la deuxième partie de la session de la Commission.

Les événements ont été rendus possibles grâce aux contributions généreuses des États membres et d'autres institutions, dont la liste complète est disponible ici.

La Commission du droit international a recommandé que des événements soient organisés pour célébrer son soixante-dixième anniversaire à sa soixante-dixième session, en 2018, à New York et à Genève dans son rapport sur les travaux de sa soixante-huitième session (A/71/10, paragraphes 327 à 332). Dans ce rapport, la Commission du droit international a également recommandé qu’un compte rendu de ces réunions soit examiné à la réunion annuelle des conseillers juridiques à New York ; et que les événements organisés pour célébrer l’anniversaire de la Commission donnent lieu à une publication. L’Assemblée générale, dans sa résolution 71/140 du 13 décembre 2016, a noté avec satisfaction ces recommandations. Dans la même résolution, l’Assemblée générale a aussi approuvé les recommandations de la Commission du droit international concernant la tenue de la première partie de sa soixante-dixième session à New York, qui coïncidera avec le soixante-dixième anniversaire de la Commission. La Commission, sur la recommandation du groupe consultatif du groupe de planification, a confirmé les plans et le thème de l’anniversaire à sa soixante-neuvième session (A/72/10, paragraphes 279–281).
